Fine. Go ahead and restrict the behavior to those files. But you
can't. Evaluate data-directory-list. On my system it's got dozens of
directories in it (all the packages).
I have no objection to changes intended to support Debian policy. But
your patch essentially imposes that policy ("be prepared to read
gzipped data files") on the whole world. You have to be able to turn
it off.

Everything but the code is in modules/zlib. The documentation and the
API is all there ;-)
