Strictly speaking, no, but there are some issues in the makefile that
mean that doing "make" at top-level always redumps.
You could try "make update-elc.stamp" in src to avoid the redump.

I really really think you should find a way to consistently achieve
successful builds unless the XEmacs tree itself is broken. The fact
that you aren't means that something is not right, and that's likely
to affect XEmacs.
