It was; Steve Baur's original intention was not to distinguish between
"official" and "unofficial" packages, and he didn't know about
Mule
(in particular, that multibyte characters would cause syntax errors
when loading), so he couldn't know that a distinction between Mule and
non-Mule would be necessary if both were installed.
