This policy makes the maintenance of a large collection of packages with minimal resources feasible. AUCTeX doesn't intend to support building inside of the package tree. That makes maintenance of a large multiplatform package easier. There are a couple of people interested in bridging the gap, but progress is slow. For users, the basic rule is that if you are at all likely to want support from the AUCTeX developers, use the AUCTeX project's package.
