This is Lisp data, created by the fast-lock package. Font-locking
(aka syntax highlighting) takes a perceptibly long time, especially
for large files, so packages that speed up the process have been
written. fast-lock writes a cache file which allows font-lock-mode to
remember what should be high-lighted. lazy-lock and lazy-shot are two
alternative accelerators that don't create cache files.
You can delete the .flc files without fear, although that would sorta
make use of fast-lock useless....
