Files (mostly Releases/x.y.x.html) that didn't need validation got
validted, files that did need validation (index.html,
Releases/index.html, Releases/21.5.27.html) did not get validated.
This has been going on for years, I've reported it several times,
there is no rhyme or reason that I can determine to which files get
validated, even after removing all the .htmls.

The files that were updated by make all (see above) should get
validated.

Running "make validate" after running "make all" after editing the
.content files corresponding to the files I expected to get updated.
