It's a POLA issue. People expect that code will work the same in
init.el as it does in the *scratch* buffer. This does come up
occasionally on c.e.x, not very much on xemacs-beta, though.
Also, it's disconcerting (to me, anyway) to have customizations take
effect suddenly after the init process, including loading of desktop
etc. This is purely cosmetic.
