eicq 0.3.0 pre-release

Here is a working version of eicq using new internal udp support and c
extension module. Follow the installation in README, but it is not
enough. You need to unpack eicq-module.tgz to your module path and run
make.
I do not update Makefile or install method since I know there will be
massive change with packaging.
