Dear Bug Team!
When i open the following file with german Umlaute XEmacs uses the wrong
encoding -- the file is encoded in iso-latin1 but XEmacs thinks it's encoded
in Zh/Big5 and all Umlaute are displayed wrong (the Umlaut and the following
character are displayed as one "~"). Here is the file:
