scrolling behavior

In Xemacs 21, how can I lock the scrolling behavior (either horizontal or vertical, but not both) of split screens? For example, I would like it so that splitting the screen horizontally into 2 screens would automatically lock them into the same vertical position but that they can be independently scrolled in the horizontal position. Let me know if you need to know why I require this screen behavior.
