I bet this is because I cvs removed build-report.el in the past and
re-added it later.
I don't see build-report.el in the build package, but build-report.elc
is in Makefile (ELCS), and the package compilation fails exactly like
this for me as well. CVSweb doesn't see it either [1]. Did you
remember to commit the file after re-adding it?
