Couldn't get the shell=C:... to work. Any ideas? Thanks for your help.

Looks like Windows/system32/cmd.exe was moved to
Windwos/System32/cmd.exe.
Try setting SHELL=C:/Windows/System32/cmd.exe in the environment before
starting XEmacs. If that works we can see what to do about internal
settings.
(I thought Windows was not case-sensitive?)
