Can't help with this, but I do have a similar problem. If I select
some (well only tried unc and uiuc) of the mirrors and try to
tools->packages->update package index, they fail because the package
index isn't there. xemacs.org and utk work fine. Haven't tried the
others.
This is with 21.5-b1, on Solaris 2.7.
