I don't see a problem with using i-f-c-l, and binding the
coding-system is necessary.
AFAIK the change to coding-system 'binary in i-f-c-l is already in
21.2 ... oops, no, that's only in UTF-2000. Evidently Tomo found it
necessary but hasn't yet reported it to xemacs-beta.
