What you’ve described is the current situation in XEmacs 21.5, with two
differences--we haven’t moved to Unicode internally, though we support all
the allocated Unicode code points, and we display each invalid octet not as
octal, but as what the octet would correspond to in Windows-1252 (or Koi8-r
for the Russians, &c.) with a distinct face to indicate that it’s an
error. (I need to fix it to deal with values from ?\x00 - ?\x20 more
gracefully, though.)
