This sounds like XEmacs gutters to me. And yes, gutters can be used for
more than just buffer tabs.
Unfortunately, gutters (like the menubar and toolbar) are frame
elements, not window elements.
I have always mildly disagreed with that decision, but that's the way
it is. I don't know how much work it would be to change it, and it
would probably mess with things like the buffer tabs.
