21.4 was working okay for me remotely using gnuclient, with scrollbars
and menubar, until my employer changed the VPN system. IIRC, latency
went from 20ms to 100ms or more. I also noticed that there would often
be a bunch of network chatter even though the desktop had been idle for
the better part of a minute. I eventually gave up and went back to
using tty mode for remote access.
With cable modem you might also be running into bufferbloat.
I see a redraw issue with a local XEmacs 21.5 that has Xft enabled. For
example, after doing C-x 5 b +action RET, it looks like the "+action"
buffer gets drawn multiple time before things settle down. I guess this
is the same issue Steve T. mentioned, though I'm not sure.
