Because Greeks want to write Greek in the Greek coding system and
character set, not in Japanese.
But you can use greek-jis if you want.

Maybe. If you're using a packaged version, I think you should talk to
the packagers before you come here.

Why? Why can't I used them for display, and why can't I use them within
quail greek.el?
If you're always going to send out in utf-8, it doesn't much matter,
as both the Greek Greek letters and the Japanese Greek letters will be
converted to Greek letters. But if you're ever going to send out your
files to people expecting a Greek coding system, they may be confused
to get something in Japanese. They might, for example, not have any
Japanese fonts.

yes I did that but the result is rather ugly, I'd say.
De gustibus. I quite like it. (Whereas I don't like the default JIS
font Greek letters, because I don't like screen fonts that try to
imitate the forms of high-resolution typography.)
