It's known that a fix to the shy groups code unmasked a bug in
the
regexp code. There seems to be an issue with syntax tables; if you
use expressions like \w or \s- after loading message mode, you will
get hosed (eg, on the ______ rule that mailman lists commonly add to
separate trailer material).

This doesn't look like that bug, though.
What this is not reproduced in the latest cvs updated xemacs-21.5 too?
