Package-UI and mule-packages NOT good friends
If you have the packages installed in a proper tree (i.e. with some
packages in 'mule-packages') then package-ui is confused. it dumps
everything in xemacs-packages and then you have the packages in say
mule-packages twice.
Probably the package loading code should store info about where it
found the package so the package tools can remove and upgrade the
right copy.
This needs to be fixed.
