and AFAICR the behavior was the same in 21.4. In practice I never

this, though, because I customize `default-input-method'. Maybe you
have customized that (or `current-input-method') to `t'?
No
current-input-method and default-input-method are set to
latin-1-prefix, that is why I am so confused.
So what is the conclusion, to me it seems a bug, since you
can't use mule input for function such as
message-change-subject
