I don't understand why this hasn't bitten me during my last few
package updates over the months. Have you changed anything in your
process regarding the creation of packages? Have you installed
different versions of gzip and tar?
For now I was able to fix the problem by using
'(package-admin-install-function (quote package-admin-install-function-mswindows) t)
instead of
'(package-admin-install-function (quote package-admin-default-install-function) t)
I was able to update all of the packages I use, including gnus.
I have steered clear of a bbdb upgrade and am no longer using tm.
dired is still broken on Windows after all these years, so I use my
own version with local fixes and can't test your experimental version.
