That sounds like a misleading feature. Almost all editing is done in
buffers that visit a file. The FAQ is how to "create a new file",
which is done by simply typing the non-existent file name at the `C-x
C-f' prompt.
I can't remember ever using the toolbar, and now that I look at

it seems a bit random.
Yes, the toolbar is almost completely useless, as admitted even by the
people who normally use the mouse.
