Try changing
x-selection-strict-motif-ownership
to nil. Seems like this should be the default.

Bingo! It's MUCH better, now. But the description of the variable
leaves me very confused. Does this mean that I do want it true when
the display is Motif? Or when the display is remote and Motif? I assume
that it's a good thing in some case.
In most cases the xemacs is running on a system with Motif. But the
display is often (but not always) a non-Motif system when it's not
local. In this case the local system has Motif (but that should not
matter that I can see) and the remote system is FreeBSD running
Enlightenment as the WM.
