Did we come up with a final set of steps for package maintainers? I'm
still confused.
In particular, does the package maintainer do the commit/push in the
top-level repo? (I saw emails suggesting yes and no.)
And I assume that Norbert is still the person who updates the package
version number, right?

Personally, I'd like to stay away from named branches. They're not
Mercurial's design center, and they seem to be a frequent source of
questions on the Mercurial users mailing list.
