build reports for 21.4

Peter> are build-reports for 21.4 needed ?? Still useful. It's some indication of the usage by platform, and it also tells us what people are using for configurations. We don't make much use of this data at the moment, but eventually it will go into a database of some kind. If you do "make check", then consistent reporters like you also give us some "time-series" information; we can check to see if warnings, test results, etc are changing from build to build.
