install set does not "contain" the program in the sense that the GPL
means "contain" and thus is not a "work based on the program" under

That's exactly the crux of my problem. I'm not sure that "mere
aggregation" can be invoked on the contents of one executable. And I'm
afraid "distribution medium" may be limited to physical objects.
Yes, I know such considerations sucks. But then, we're in the real
world[tm].
