The code in ./configure _does_ put ~/.xemacs in the default package
search path, along with $package_prefix/{site,mule,xemacs}-packages.
What this means (in theory, I will have to test to make sure) is that
when XEmacs starts up, it looks for a lisp subdirectory in each root,
and under the lisp directory for each package subdirectory it adds
that subdirectory to the load path.
That means you need ~/.xemacs/lisp/local-package containing Lisp
files. Is that what you have?
