Default load-path in 21.0
I finally figured out why I could not get 21.0 to install. It was
because I built XEmacs in my personal directory and then tried to
install it with all packages in that directory where XEmacs run as
root did not see them.
But that led to another problem, the default load path.
In every version of XEmacs I have used, $prefix/lib/xemacs/site-lisp
has been in the default load path. Now it is missing. Is this
deliberate?
