I think this is very important. Setting up efs is not always easy,
especially if you're behind a firewall[1]. But almost all companies have
an http proxy to let people go out and get stuff.
Right now I have to manually ftp packages, so I just usually end up
ftp'ing the entire packages directory because it's too much work to
update just the packages I want.
We could either strip down url-http, or start writing some of this in
C. :) I'm game either way. I've had zero time for working on Emacs/W3 the
last few months though.
