I think the core unit tests should not use the packages at all. Maybe
the load-path should just be nil when running the core unit tests if
that is possible.
I disagree. I think the core unit tests should not need the packages, in the
same way they don’t need the tac and cat executables (see os-tests.el), but
it’s reasonable for them to use them if they are available.

Yes but if the functionality is in core why do we need the package or
vice versa. It is strange to have it in both places. What am I missing?
You’re not missing anything. We need some of the content of korea-util.el in
core, but the file itself should not be there.
