A windows native setup kit can be found here: http://ftp.xemacs.org/pub/xemacs/windows/XEmacs_Setup_21.4.20.exe The problem is probably that you haven't installed an ispell executable. What ispell did you install? Can you run it from a DOS cmd.exe? If so, within XEmacs the directory that contains ispell.exe must be added to the exec-path.
