But normally that archive _is_
cygwin.com. It has been every time
I've installed a Windows XEmacs (which isn't that often). And
experience shows that having stale copies of libraries around is a
maintenance headache for us and for the library maintainers alike.

I'd be happy to write something for starters---but I'm not a normally
a Windows user. I don't know what to put in it unless you tell me
URLs and the precise procedures that succeeded for you.
