Well, I *know* people who use 21.4, and even older versions, exist
because I talk to the people who support them. Some post to
xemacs-beta and report bugs on the tracker as well.

Yes but users who are fine with 21.4 will continue to be that. We
don't know if they want updated packages at all do we.
Of course they do. Some fairly large fraction of "everybody" wants
improvements to CC mode, tooltips as described by DAK certainly sound
attractive to new users who may or may not be willing to try 21.5,
"everybody" wants refactoring-oriented stuff, TRAMP improvements, etc,
etc.
Whether they want *new* packages like go-lang, maybe not, but how can
we know until they're available? Putting them in separate branch just
because nobody feels like dealing with 21.4 anymore, well, no, I'm not
willing to go there until I see that it really is that hard to provide
the necessary compatibility as packages available to 21.4 as well as
21.5 users.
