I've just reread the interesting discussion starting at:

The upshot, from my point of view is this:
Back then, placing init files in ~/.xemacs wasn't a good idea because
there was a package hierarchy living at ~/.xemacs. Now that that's
changed, I couldn't see any reasonable objections to finally
implementing ~/.xemacs/init.elc? as a preferred alternative to
~/.emacs. I plan to revisit some minor startup issues the upcoming
weekend, so I'd like to put it in then.
Any objections?
