redefining "mule"
the term "mule" is less and less appropriate to anything we're doing.
I think that once we switch to Unicode internal, we should switch to
speaking of "international" or some other new stuff and let "Mule"
refer
to the old implementation of internationalization. FSF's multilingual
support is not called "Mule", either.
