No, either we don't have to do anything at all, or we have to change

No, so far the scripts are just searching for files that currently
aren't GPLv2+.
Couldn't we just take a very pragmatic point?
We release reftex and auctex (11.85) under GPLv3+ and if somebody comes
up with a contradiction, that is files under GPLv2, we say oooops and
change the relevant piece.
I'd want to talk to a lawyer before deliberately "forgetting" to check
what somebody else's license is.
