Mule character set needs to be initialised. This is a one-line patch which
does make life easier for people using German and Central European

U+263A will have to wait for UCS as our internal character encoding.
How does Emacs 21.3 do it without UCS as the internal encoding?
There are no, to my knowledge, non-UCS, standard character sets that
include WHITE SMILING FACE--as such, something similar to the quick
fix for DOUBLE LOW-9 QUOTATION MARK can’t be applied. This is once
instance of a wider problem that will persist until we have the UCS
more pervasively integrated into the editor.
