Mule XEmacs (I never use no-Mule) has put Mule packages in /usr/local/lib/xemacs/{,xemacs-packages/} once in a while. I haven't been able to track down if this is a general bug or something to do with local conditions (eg, building packages from source). However, oddities in package installation location have been reported by others.
