Andy or Stephen, could one of you two apply these patches to 21.5? it looks
like Stephen applied the breaking patch from 21.4; Andy normally does the
21.4/21.5 sync, right?

Yes, this problem was already discovered:

I didn't realize that this patch had leaked into the NT branch or I
