Can you give a more specific example, for me if I type
then I get <p> aap noot <p> mies vis vuur </p> M-q
both in GNU Emacs 20.3 (html-helper mode) and in XEmacs (psgm +
psgml-html/html-helper-hack + hm--html-minor-mode).
I presume what you want is
<p> aap noot
<p> mies vis vuur </p>
