Yes, but now that we talk about it, there is also another missing feature:
Namely when typing say hebrew using quail, it is not possible to type
hebrew in the isearch string!
One can type hebrew in the isearch string via the X11 keyboard input
method (at least in Linux), however when I use that and type C-s (using
a qwerty-hebrew layout)

Which is not helpful since it is not mapped to isearch-forward.
You mentioned that you don't use quail for Japanese so I am curious to
see how you use isearch.
