"Always on top" is not a standard ICCCM property as far as I know
(which means that it's not a historic XEmacs thing), and I don't
recall anybody trying to give XEmacs
freedesktop.org conformance, so I
would assume it's a metacity or GNOME thing.
I don't recall seeing any patches recently that mess with X
properties.
Not proof, but maybe enough to make it worth asking on metacity
channels rather than groveling XEmacs code.
