This works for everybody in a non-Mule XEmacs, including non-ISO-conformant charsets like Windows-125x and (IIRC) KOI8 which put graphic characters in the C1 set (== code points 0x80--0x9F). The reason for the featurep is that I want to fix all of Mule (if it's broken in a similar way), not just ISO 8859-1.
