That's a bug. It should be testing for its default.

I think XEmacs looks for things harder when running in-place if
*_USER_DEFINED are set. Those variables are actually visible to Lisp
as `configure-*-directory'. Mike?
Exactly. If they aren't set via configure, XEmacs activates its
run-time searching kung-fu.
