This bug has probably been fixed recently by tomo's patch.
Using the mail you provided I couldn't reproduce it on either 21.0 or
21.2.13+patches. I guess the mail got mangled somewhere along the way. If
you could send me an uuencoded version of it directly (i.e. no need to CC
xemacs-beta) than I can check again.
