1. Ftp *doesn't* work for many people, especially those concerned with
security. I, for one, don't want my password to be sniffed (as it
happened once when I was using ftp to maintain packages at
gnu.org
2. There is a need to support other protocols.
3. The fact that // means something else in emacs is not a good argument.
First, there are ways around it (perhaps, :// should be a special case).
Second, the effects of bad decisions made in the past should not be
perpetuated.
