You'll have to ask Cygwin about that. As far as I know they lag
stable releases by at most a couple of weeks. I haven't heard any
recent complaints about the configuration they distribute, although
about a year ago there was a complaint that it was X11 only (ie, you
had to install an X server). I believe that was resolved by
configurating the Cygwin release for both X11 and Windows displays.
(Again, asking Cygwin is the way to be sure.)
The cygwin version is up to date with respect to both 21.4.17 (flagged
as stable in cygwin's setup.exe) and 21.5.23 (flagged as test version in
cygwin's setup.exe)

Both versions can be used in an X environment (when the DISPLAY variable
is set) or as W32 versions when the DISPLAY variable is unset. Check the
documentation under /usr/share/doc/Cygwin/xemacs-21.X.XX.README.
