Okay, and before I get EFS, I need:
(package-get-info-version-prop package-get-base 'efs nil 'requires)
==> (xemacs-base vm dired)
Last time I tried I could bootstrap from a bare xemacs dist, efs and
mail-lib-only. The others are listed as dependencies but are not required
to run (or at least weren't last time I tried). I've asked Chipsey about
the possibility of an "efs-lite" which we could distributed with the core but
nothing is resolved as yet.
