Use Options | Manage Packages | List & Install to remove and install
packages. If that doesn't work, check the xemacs-beta archives to see
if the symptoms have been reported since your version of XEmacs was
released, and if not, report a bug. You can also download the tarball
from ftp.xemacs.org:/packages and unpack from the xemacs-packages

Using packages for GNU Emacs 20.x on XEmacs is risky. Most work, many
mostly work, a few fail outright. Looks like you hit the worst case.
If it looks like it is a Windows-specific problem (subprocesses sounds
like a likely case for that), you could try the xemacs-nt(a)xemacs.org
list.
